In above video, Dr. Kimura seems to consider an exposure within 5mSV/year acceptable. 
However, when he appeared in NHK-ETV program featuring a decontamination of Nihonmatsu, Fukushima, he intended to describe that the city would be still uninhabitable after decontamination, but NHK later edited his comment to conclude the reverse. He was very upset and now he distances himself from NHK. I expect that he will listen to the voices of parents of Fukushima who want to protect their children.

Dr. Kimura collects field data by himself and analyzes them.
He says that he is going to focus to examine the Strontium contamination.

Kisha Club (Reporters Club) reserve the places with business cards: "Every company does it"

Even when there's no reporter coming to the conference, "the notebook list of companies names" allege the appropriation of the seats. = May 28 at NAIIC at Members' office building of House of Councillors of Japan
I'm fed up with the preposterous thing that Kisha Club (Reporters Club) monopolizing the seats at the press conferences is still allowed today. They just put memo pad with their company name and their business card on the seats so that the reporters out of their companies can't have any seat.
Yesterday at the National Diet of Japan fukushima Nuclear Accident Independent Investigation Commission (NAIIC) held at Member's office building of House of Councillors of Japan, we could see the odiousness scene. A reporter from Yomiuri Shimbun (Yomiuri Journal) put memo pads (on the photo above) with their company's name on 7 seats and monopolized the places from where we could see the face of witness Naoto Kan. Takashi Uesugi and me went to see the reporter and protested: "isn't it  against the rule"? The press conference was not organized by the Reporter's Club but it was an open committee meeting in which citizens had the right to observe the court proceedings. The reporter of Yomiuri Shimbun (on the photo below) was quite unabashed and answered sneeringly: "Every company does it". It's a special privilege for reporters club to take the seats.
Commencing with the freelance journalists, all the reporters not involved in Kisha club have to wait outside the gate until the starting time of reception for press conference. But Kisha Club's reporters can enter whenever they want with their all-powerful card called "Testament of reporters of The National Diet". Young Kisha Club reporters and casual staff put the business card and Memo pad with their company's name on the seats and Senior Kisha Club reporters arrive just before the conference starts. "Its honesty doesn't pay, isn't it?" I pressed the reporter of Yomiuri Shimbun again. The reporter repeated: "Every newspaper publisher does so. "He kept a haughty smile on his face. He is not ashamed of doing it consulting a source of common sense in this world.

Latery Kisha Club reporters started to exchange their business cards with me. Before, even if an freelance journalist give their name card, Kisha Club reporters refused to give their business card saying: "Ah, my business cards run out at the moment". But to take the seat they do have their cards. In every conference room, number of seats are limited. But still they do seat settings.The reporters who waited for long time always get hardship for the conference, they always have to take standing room. It's truly "common sense in the world is lack of common sense for Kisha Club, Lack in common sense for world is common sense for Kisha Club." And yet this is the act of the reporters who talk about social justice.

On May 28, The National Diet of Japan Fukushima Nuclear Accident Independent Investigation Commission questioned as a witness the Former Prime Minister Naoto Kan. "Vent" " Injection of sea water" "Aboad to Tepco's head office "…

The head man, who was said to have create some confusion at the site by using his authority, spoked about the anarchy at Minister’s office right after “3.11”.
Committee Masashi Sakurai (attorney, chief prosecutor High Public Prosecutors Office Nagoya original monitoring inspection for Defense) asked: "Why did you go to see the site directly"? Mr. Kan answered: "The most important thing is to know the site to make decisions for provisions. At the premier minister's office there were people from Japan Atomic Energy Commission and also people from Tepco but they were not at all talking about fundamental debacle of the situation."
Mr. Kan who is choleric couldn't stand it. If the Prime Minister comes, the site will be busy to support him. It must have been annoying for the workers of the electric generation plant who had been hard working to avoid the explosion. It is also said that it delayed the work and caused the enlargement of the accident. Mr. Kan didn't set aside this and blamed the irresponsibles from Japan Atomic Energy Commission and Tepco.
When Mr. Kan was asked on the front subject which got abounded theories about "Vent", he answered: 
"When i asked them Why you are running late for the vent?" they answered I don't know. I was in trouble. I thought it was necessary that i myself have to ask the responsible directly. Chief Yoshida and Vice President Muto were presence and they showed me the drawing of atomic reactor and i was told the situation. I told them: Please do the vent as soon as possible."Chief Toshida said Yes, sir. Even if we have to create the suicide squad. I thought chief Yoshida was able to manage it."
The other front subject about the injection of sea water, he answered,
"It is said that i said to stop the injection of sea water and that meltdown happened but in fact it was ordered by Ichiro Takekuro who ordered this himself. It was not Prime Minister's Office who ordered to stop the injection of sea water."

The story from the moment of percussion of Tepco's retreat of the site until the moment he aboard in the head office of Tepco is interesting in seeing behind the scenes.

"I think it was around 3pm on May 15. I was taking a nap and woken by secretary because The Minister of Economy, Trade and Industry has something to talk. " Kaieda, The Minisiter of Economy, Trade and Industry asked me, " Tepco says that they want to retreat. What should we do?" I was thinking how this nuclear accident can be boiled over and how this can stop. There's six reactors and seven spent fuel rod pools. All those meltdowns by any bearing, i thought there will be hundreds times more radiation than for Chernobyl disaster.This is a war against an invisible enemy. I have to stop this by any means necessary.
When i heard the word retreat, I thought it couldn't be possible."
When i got a phone call from Shimizu, The President of Tepco, i said to him, It's not possible to retreat. Then The President Shimizu said: I understood."

Chairman of Tepco, Katsumata said:
"Shimizu the president of Tepco said that they won't retreat but he didn't decided it by himself, he just answered I understood when i asked him not to. So i thought it was not enough, i established Integrated Response Office and let Hosono (Former national security adviser) as terminate and resident, and i asked to establish it at Tepco and me as a chief of the headquarters, i said that and after one hour I went to the TEPCO and had the first meeting."
According to The Committee of NAIIC, Kiyoshi Kurokawa, there's no voice when PM Kan is talking on the videotape which was filmed when Former PM Kan aboard at the head office of Tepco.
At last, Committee Kiyoshi Kurokawa asked " What do you want to say to PM Noda and to the future Prime Ministers?"
Former PM Kan answered, 
"In previous times, Mr. Gorbachev of former Soviet Union said inside his memories that The Chernobyl disaster illuminated the reality of the economic cancer of all the structure of the country. It's the same for Fukushima Nuclear Plant Accident this time.
For me It seemed overlapped the process of how the militaries took the real power in politic before the war and the way Tepco and The Federation of Electric Power Companies mainly created what we call "Japan's Nuclear Power Village".
Tepco and The Federation of Electric Power Companies have took the real power in politics since 40 years and the critical experts, governors, government bureaucrats who were against the law of the Nuclear Power Village have been ostracized and excluded from the mainstream. Involved people have been protecting themselves and got into ostrich policy and have been just watching it.
I say this with sincere regrets.
The Japan's Nuclear Power Village without deep regret what they have done, they try to keep the real power on the politic of Nuclear Energy. I think the first thing we must do is to resolute from the bottom up and to demise this organized structure which looks like the armed services before the war and the structure of psychosocial structure.
It might help to demise the Japan's Nuclear Power Village to invite foreign organizations like The Nuclear Regulatory Commission (NRC) in USA when the Japanese Government establish the Nuclear Regulatory Agency."

Of course, what he says is right. If he could have said this when he was The Prime Minister of Japan, he could have entered history book as a great politician. This is the power of domination of The Nuclear Power Village who never let it happen.

Mutant plants… What if it happens to humans…?

Mutant plants appeared in many different places in Fukushima…
I even heard that Pink Taraxacum bloomed...
If it happens to humans as well, how will Japanese government will react? The level of radiation level in the air in the internal region (Nakadōri) is not comparable to Hamadōri. The ammount is too different.
People are still living there as if nothing happened.

1: 福島原発事故は、あなたの生活や考え方にどのような影響を与えましたか?

今までまったく気にしていなかった食の安全を気にするようになった。危険が存在することは知っていたけど、現実に事故が起こったのはものすごいショック。政治的対応に関しては、いつもと同じなので別に驚かないが、呆れる。フランスにいるが、バカンスで原発のそばを通りかかるたびにぞっとする。

2: 原発事故から一年以上経ちましたが、今現在、どのような対策をしていますか?   
りんごなどペクチンを含む食品を多く摂取している。フランスでもラアーグなどから放射能が漏れていたり、核のゴミを大西洋に捨てているし、チェルノブイリの事故で拡散した放射性物質がまだ残っているので気にしている。

3: 原発、放射能問題について、家族や友人と話しますか?
友人とほぼ毎日情報交換をしている。

4: 今、一番不安に思う事は何ですか?また、その事に対し、何か解決法を見つけましたか?
日本人の健康被害が心配。避難できない人がいるのはどうしようもないことなので、ペクチンによる放射能防御を活用して欲しい。一般向けで一番分かり易い治験レポート。

5: 東電と政府の事故後一年間の対応について、どう思いますか?
最悪

6: 放射能問題、再稼働に関する運動、デモや署名などに関わっていますか?
スイスの医師、ミッシェル・フェルネックス博士の論文など、日本に紹介すべき外国語文献の翻訳に協力している。チェルノブイリで起こったことは日本でも起こるので、前例を参考にして、一人一人が自分の健康を守るべきだと思う。ベルラド研究所から出ているバベンコの本など、和訳で出版されているので、日本にいる人は全員一読して欲しい。

1: Did Fukushima Nuclear Power Plant accident gave an effect on your way of thinking and your life?
After the accident in Fukushima, i began to care about the food safety. Though i was kind of aware of the danger of having the nuclear plants in such a country like Japan that is prone to earthquakes, i was shocked when it came true. The politic approach to the accident is as stupid as usual, which is not surprising but irritating. I'm living in France, and here they have the same problem of nuclear politics. I was terrified when i passed by Tricastan nuclear plants last summer. 

2: What do you think of this accident now ?
I am taking pectin for radioprotection. Apple is rich of pectin, which is contained under a coat. 
Even in France, there are daily leak from normally operating nuclear plants, the Atlantic full of nuclear waste, and some agricultural products that are sensitive to radioactive materials are still contaminated from Chernobyl. 

3: Do you talk about it with your family and friends ?
I am exchanging information with my friends everyday. 

4: What does worry you the most? And did you find a solution for the problem?
I am concerned about health damage that will be led as a consequence of the accident. Those who have no other choice than living in contaminated area should take pectin.

5: What do you think about the policy of Tepco and Japanese Government since the accident?

6: Do you have some activities against this or did you join in the movement against nukes like protests, petitions?
I participated in translation of some medical documents and report from Chernobyl. What happened in Chernobyl is certainly gonna happen in Japan as well, so it is worth using their experiences as a reference. Especially the effect of pectin should be more spotlighted. An easy guidebook about radioprotection by Babenco, a director of Berlad Institute was translated in Japanese last year. Everyone who lives in Japan, especially parents having a little child should read this book.

1: Est-ce que la catastrophe de Fukushima a eu des effets sur votre manière de penser, sur votre vie ? 
Après l'accident j'ai commencé à me soucier de la nourriture. Bien qu'étant au courant du danger d'avoir des centrales nucléaires dans un pays comme le Japon, sujet aux tremblements de terre, j'ai été choqué que cela devienne réalité. Il n'y a rien de surprenant à ce que l'approche politique de cet accident soit - comme toujours - stupide, mais c'est énervant. Je vis en France et ici leur politique nucléaire est également problématique. J'étais terrifiée lorsque je suis passé près de la centrale de Tricastan l'été dernier.

2: Que pensez-vous de cet accident désormais ? 
Je prend de la pectine pour me protéger. La pomme est riche en pectine, qui est contenu sous un manteau (?). En France, même dans le cadre quotidien de l'exploitation normale des centrales nucléaires il y a régulièrement des fuites, l'Atlantique est plein de déchets nucléaires et certains produits de l'agriculture sensibles à certains isotopes sont toujours contaminés par Tchernobyl.

3: Parlez-vous de cet accident avec vos proches ? 
Je partage quotidiennement des informations avec mes amis.

4: Qu'est-ce qui vous inquiète le plus ? Avez-vous trouver une solution à de problème ?
Je suis inquiète des conséquences sur la santé qui ne manqueront pas d'arriver à la suite de cet accident. Ceux qui n'ont pas d'autre choix que de rester dans les zones contaminées devraient prendre de la pectine. 5: Que pensez-vous de la politique de Tepco et du gouvernement japonais?

6: Avez-vous une quelconque activité anti nucléaire ? Participez vous à des manifestations, signez vous des pétitions, etc...?
J'ai participé à la traduction de documents médicaux et de rapports sur Tchernobyl. Ce qui s'est passé là-bas va sans doute se passer au Japon également, il est donc utile d'utiliser leur expérience comme référence. On devrait par exemple faire plus de lumière sur l'effet de la pectine. Il existe un guide écrit par Babenko, très simple, sur la radioprotection. Il a été traduit en japonais l'année dernière. Quiconque vivant au Japon, en particulier les parents avec des enfants en bas âge, devraient lire ce livre.

NAAIC (National Diet of Japan Fukushima Nuclear Accident Independent Investigation Commission ) :The former Minister of Economy and Trade Industry Yukio Edano's sophistry was immediately pursued

NAAIC investigated The Former Minister of Economy and Trade Industry Yukio Edano as a witness on May 27. 
Yukio Edano has said that "there's no immediate effect on health" and "there's no melt down" as a spokesman of the government at the moment of the Fukushima accident.

Mr. Edano has confounded the committee and the courtroom audience with some new phase of his astuteness and any rhetoric possible.
He confirmed his reputation to be a leader of sophistry. Commissioner Reiko Hachisuka (The Chairman of Ōkuma town Commerce and industry) who represents Fukushima Prefecture criticized Mr.Edano without hiding the despair of being led by the fake notice of safety of the government.
"We didn't had any informations. We evacuated thinking that what Mr. Edano said was correct. We just followed your word, Minister Edano, and moved to the right and to the left. We just followed your word which was: it's safe. We did what you told us."
"I wouldn't have stayed far from my home without my baggage if you only had told us about the risk of this nuclear accident. The residents think there's no immediate risk but there will be in the future. You also used the word just in case. Things like this can't be possible from here on. The government can't pronounce such a word to the victims of the disaster."
Against any expectation, Mr. Edano admitted the fault directly. And he apologized: "We caused so many inconvenience to the victims of the disaster. I think we should have give more useful informations to the people. I'm really sorry about the fact that i couldn't give the right explanations."

Committee Hisako Sakiyama (Former Chief researcher of National Institute of Radiological Sciences) asked a question mainly about the fact that it was wrong for him to use the word immidiately when we think about the health of residents.
"Mr. Edano repeated that the level of the radiation caused by this accident is the same as an x-ray and is similar to a computed tomographic scan."* A Medical treatment is something one can choose but no one chose the radiation from the accident, what do you think about it?"
To this question Mr. Edano was in his element as a two-bit lawyer.
"I said it just as an example because i thought i should not explain the details to people who don't know at all what a microsievert means.There were not any other number symbols useful as a reference."
Committee Sakiyama pressed hard for the answer: "You could have compared it to the annual exposure dose." Mr.Edano answered brilliantly:
"Humans decided the standard for annual radiation exposure dose is 1m sievert. We had to use an objective value which is used for medicine and which exists in nature."
Committee Sakiyama still purchased the word "Immediately". "Did you use it to talk about acute disorder?"
Mr.Edano refused and explained that he used this word for three sort of orientations:
1. There will be no immediate effect for the health including even when one eats food which contains an higher radiation dose than standards.
2. There's no immediate concern for the health of victims who live the indoor evacuation zone. They can go out to bring the baggages because nobody brings food products to the area.
3. At least it's not the level of acute radiation exposure and low dose radiation will not cause any effect on health immediately.
Mr. Edano discussed only the low dose radiation exposure which doesn't cause any immediate effect on health.
It's a masterly excuse. Parents who are so scared of late radiation damages will certainly be mad to hear his excuses.
The false rumor of safety Mr.Edano promoted to the people from the beginning of the accident has made people distrustful of government and it's still ongoing.
It's normal that people don't listen even if the government explains to people: "It's safe. You don't have to worry" about radioactive debris.
Japanese are known to be goodnatured but they can't be cheated by the same person: the Democratic Government.

Our life depends on the digit of the air radiation levels of 1M high.
We are pretending not to see the 1000000 radionuclides on the soil.
Integrated value of 20 mSv of radiation is considered to be safe and they don't think of accumulated radiation level. 
We can't eat the food we grow here, but we are forced to live here.
1000000 around the city hall are blowed up.
Incinerated ashes of 40000are put inside 50000 yen bags and treasured.
People emote the surface of soil of school yard and put sand which is blown off by the wind and they happily say that the doze of radiation doesn't go up anymore.
People emote the surface of soil of kindergarden yards and put sand which is blown off by the wind and they happily say they don't find any radioactive dust anymore.
The effect of the announce "of decontamination" is spread but in reality they don't decontaminate houses.
There's no method founded to decontaminate 80% of the areas in the mountain but they ask people to go back to their places. 
They don't do the work to decontaminate children students houses and more, there's no soil to change.
They don't do the work of decontamination although the city measured 1000000  to 5000000 inside the urban district.
Sakurai, the mayor of Minamisoma refused the evacuation instructions inside the 30kms zone.
Sakurai also let the children live inside the emergency evacuation preparation zone.

Hosono The Minister of the Environmental Agency like to roll up the contamination from debris radioactive by heartwarming story

Goshi Hosono The Minister of the Environmental Agency: Talking about the emphatic method of connection to the stricken area and appealed to people's emotion by using extreme example 
"People pointed out that there's not enough explanation by the government and the way they noticed that informations are not clear. It was the bottleneck of understanding why we have to accept the radioactive debris all over Japan, i want to apologize again." Yesterday at the post-cabinet meeting news conference, Hosono, the Minister of the Environmental Agency apologized that there was not enough informations provided by this agency.His face looked like nod solemnly.
The Environmental Agency have refurbished their website since May 25. They put a video message from Hosono and they show every informations they got. They say that they are going to open an information easier to understand...Until today, the cities which accepted the radioactive debris beside the sites in Tohoku region are Tokyo and Shimada City in Shizuoka Prefecture. The cities who did test burns are Kitakyûshû City and Shizuoka City.May 23, without any explanation to the residents, the test burns of radioactive debris had started. The notice for the explanation meeting was inside advertisings coming with the free papers.
I asked to the Minister of The Environmental Agency: "The air doze radiation increased next to the trucks which brought over the radioactive debris. How do you explain such a phenomenon?"
"I'm sure about the safety. There's no fact like that."
Hosono The Minister refused everything.
But in reality the value has been increasing and it was filmed and the video is shown on the internet.
Without any respect the minister continued. "Those things can hurt the victims of the disaster. I put the debris from Minamisanriku City inside my minister office and i work there everyday. I often visit Ishinomaki City and i see the children making trophies with the debris." 
It reminds me his act at the Kyoto Station at the end of March. He raised the trophy high up in the air and said: " Does this trophy look dirty to you?"
"We have to think about the area stricken by disaster and burn the debris all over Japan." He repeated during the conference that he has visited the affected area several times.
"To help people in the area stricken by disaster, we must burn the debris all over Japan. This is the Kizuna (a bond). Why can't you understand?" He didn't pronounced it but he radiated an obtrusive aura.

Mr Hosono loves heartwarming stories. This is the easiest way to change the groundwork of the problem.
What he said at the news conference "Declaration of restoration from accident" at Foreign Correspondents' Club of Japan on 20 December last year was impressive. 
He explained by analogy to "Fortunately, we reached the condition of cold shut down debt of the efforts by workers at the site of nuclear power plant" and in addition, he took out the story of an individual person: "A young nuclear plant worker…" and showed tearjerker Naniwabushi. (Today, naniwabushi is popular mostly among older people. Naniwabushi has also given the Japanese language the word "naniwabushiteki" (naniwabushi-like) which means to be overly susceptible to the feelings of love and duty.
But his favorite acting "Storyteller of debris" holds a contradiction. There's many citizens within people against accepting debris who had evacuated from Earsten Japan to Western Japan. There's also people who work as volunteers to accept evacuees.  
We can see the gist on the placards they uphold are routinely: "Western Japan as a place for evacuation." "No to accept the debris, Yes to accept the evacuees."

I can't forget the word of a man in his thirties who protested against to accept the debris at Kyoto station. 
"I really want to help people living in the disaster stricken area. I went there to work as a volunteer just after the disaster. But still i can't agree to burn the radioactive debris all over Japan." 
The Minister Hosono said at last: "There's many people who make efforts in Ishinomaki City. We must find the method to go through the clash of people who are against burning the debris."
But it's the Japanese government who makes this conflict happen. People in Japan don't trust the safety standard "Standard safety : Ashes for landfill 8000 Bq/kg is safe" which was modified after the disaster. 
But still The Minister Hosono is trying to appeal to people's emotion than to respect scientific explanation.
It is said that woman are really emotional and easily touched by heartstrings. But even for me, myself as a woman the act of Minister Hosono who is appareling to people's emotions look really anomalous.

In Russia, according to the Chernobyl law, areas where the amount of contamination is more than 1 milisievert per year are declared as "areas concerned by the right of relocation." It includes an help to find a job, an accomodation, medicines and food supplies for each evacuated people. 
Areas with 1 milisievert per year (0.23-micro sievert per hour)* exist all around eastern Japan. 

Alexander Verkin (born 1953) has been engaged in the convergence work of the Chernobyl nuclear power plant disaster which occured in 1986 and he devoted himself to the establishment of the Chernobyl law. He held a lecture in the Adachi district labor welfare hall on the 20th. 
The residents of the areas concerned about the right of relocation provided by the Chernobyl law received the following compensation:
1. An additional medical security (annual medical examination, free supply of medicines, etc). 
2. By a national assistance, a sanatorium medical treatment in a non-polluted zone and additional vacations. 
3. Extra vacations for pregnant women in a non-polluted area.
4. 100 U.S.dollars (for health enhancement, additional food) every month.
5. 30% more for pensions. 

At that time annual doses for areas concerned about the right of relocation were intensely discussed. 
Dr. Alexander Verkin says: "We fought against the promoters groups of nuclear power plants who wanted to carry out a standard of more than 5 milisieverts per year, and we finally gained that 1 milisievert per year standard." 
Although nuclear power plant workers' health degraded itself one after another there was no support by the country after the Chernobyl accident. 
Around 1989 most of nuclear plant workers took the lead to protect their rights, an alliance was established, and it was added in quest of the improvement also by the support of insufficient residents. 
The Chernobyl law was established in this way in 1991. 

It was advanced-like from Russia to consider areas where the amount of contamination is more than 1 milisievert per year as "areas concerned by the right of relocation", the residents themselves could take the decision of their evacuation, and the country got the point to make their duty to compensate the residents and evacuated them. 

However, although there's the right of relocation there's still a problem in Russia. 
Dr. Alexander Verkin says: "It' was a good point that they gave compensation in kind. At the beginning it was only money and people used it all for vodka." 

Putin Administration came to manage Russia and the problem of compensation aggravated. 
Afterr 2004, the law was changed and budgets were also reduced. 
Compensation changed again into money. The amount was reduced considerably and to receive this service became difficult. 
It becomes impossible to receive an equivalent compensation and lots of people suffer.

Now, the Japanese version of the Chernobyl law is going to be deliberated at the Parliament. 
Lawyer Satoshi Oshiro of the lawyer network (SAFLAN) which protects the children of Fukushima explained: 
"Although it's not reported by the media, three bills are submitted to the House of Councilors for legislation to the House members today: 

1.The ministerial party and Democrat party present the bill similar to the original Chernobyl Law. 
2. The Opposition party mainly Liberal Democratic Party, Your party and SDP present the bill more concentrated on the protection of children.
3. The Opposition party and Komeito present the bill related to health care."
"The members of assembly who made the bill are really enthusiastic so it surprises me to see that politicians can be such hard workers. But because there's also assembly members who don't want to pass the bill and the members who have no concern about it, it's important for us to backup them. So that we are collecting petitions at the moment. The voice of people who want this bill work out can become an enormous force" lawyer Oshiro emphasized.

In Russia, if an area has more than 5 milisieverts a year, the right of relocation is applied. 
If in Japan it is less than 20 milisieverts a year sievert, "we can live."
There's a enormous difference between the posture of a government trying to protect its people from contamination and what they really do.

Alexander Verkin said firmly: "I hope that The Chernobyl law which was established five years later in the Soviet Union will also be established in Japan as soon as possible."

*The natural dose of 0.04 Sv and the additional exposed dose of 0.19 Sv by a nuclear power plant disaster were added. 
If it assumes that someone passes  8 hours outdoors, and 16 hours inside wood frame houses, 1mm sievert will be exceeded in one year.

チェルノブイリ事故後、5年の歳月を経て制定された「チェルノブイリ法」。追加放射線量年1ミリシーベルト以上の地域が「避難権利ゾーン」として認められ、在留者、避難者­双方に支援を行う、先進的な内容でした。
このたび、このチェルノブイリ法に関して、モスクワに本部をおくロシア・チェルノブイリ同盟の副代表のアレクサンドル・ヴェリキン氏を迎えた講演会を開催します。

2.The day the radioactive debris were burned in Kyushu for the first time

On May 23, there was also a big movement at the city hall of Kitakyûchû City. Before noon, at the moment to start burning the radioactive debris, 100 citizens gathered at the city hall to meet the mayor Kenji Kitahashi and to stop burning the debris.

The office staff blocked the elevator hall to make people unable go up to the room of the mayor at the fifth floor. People who couldn't accept it tried to go up to the fifth floor by the stairs. Finally the top official of secretary's office met 10 representatives of the citizens to negotiate.
It was Sadayoshi Nikami, the assistant manager of secretary's office and some others, who responded to the people.
Mothers accused the orientation of the public administration.
"When i called the environmental agency of the city, their only reponses were just "radioactive debris are safe". "What is safe radioactive?"
"It's the season of athletic festivals and children go out very often. Why do you have to burn radioactive debris at this moment? I want you to stop right now. What if children got exposed to the radiation?"
Nikami, the assistant manager, eluded the question: "It's not a question which i can answer now."
The citizens became uncompromising but it was all because of the lack of answers of the city side, especially the environmental agency's explanations.
When a woman living in Hachiman West district called to ask "What is the day for the explanations?" at the environmental agency, they just said: "We'll notice you by bringing the documents to each homes."
Then we got surprised by the way they distributed the document. It was with ads inside free papers. 
It's not possible to find the document unless you read each advertising, it was like trying to find a gold dust in the desert.

A top official of environmental agency said: "People who make the noise are only stupid evacuated people. Almost every Kyûshû City citizens agrees to burn the radioactive debris". It inflamed public opinion although he denies to have pronounced these words.
"We already asked at environmental agency so many times but there was no progress so that we are asking to meet the mayor. When can we meet him?" Citizens asked unanimously. 
"We'll accept your opinion at related division and tell it to the mayor" said Nikami at long last.

In the delegation there was a woman (in her sixties) who had evacuated to Shimonoseki City from Katsuo Village in Fukushima.
"I thought i found the safe place to live at last but Kitakyûshû City is going to accept the radioactive debris. The incinerator plant of Kitakyûshû City is just next to Shimonoseki City. But there's no explanation to people in Shimonoseki City. They kept telling us that the nuclear power plant is safe since 40 years. And the result is that accident. To burn the radioactive debris, you also just keep telling us it's safe, it's safe. How can you consider lifes of people in such way?"

Nikami couldn't eluded this time.
One of the delegation closed up the example of the words from the mayor of Sapporo City from their city web site.
"When i take a decision as a mayor, the most important thing for me is to protect the health and security for citizen's life places..."
Nikami the assistant manager just said: "I'll transfer your feelings to the mayor."
And the meeting was finished.
At the first floor lobby, still almost 100 citizens remained and followed the negotiation of the delegation and the top officials of the secretary's office.
A woman who evacuated to Kitakyûshû City with her two children (four years and two years old) from Kanagawa prefecture's word sounded like representing the feeling of all mothers of today . 
"It will become beyond recall. Don't accept the real burn. Since the test burn of debris has started, i don't want to let my children go out".

1: 福島原発事故は、あなたの生活や考え方にどのような影響を与えましたか?
日本に住んでいないので、住んでいる家族や親戚、友達が心配です。私の知らない人でも日本人全員が心配です。日本の官僚や東電、メディアから大学の教授まで、全ての分野において上に立つ人で原発の責任のある人が信じられません。

2: 原発事故から一年以上経ちましたが、今現在、どのような対策をしていますか?
フランスで何か出来ないかと思い、知り合いの人何人かと日本復興応援のイベントを定期的に行うようになりました。今、アソシエーションを立ち上げ中です。

3: 原発、放射能問題について、家族や友人と話しますか?
2011年の10月から11月にかけて日本に一時帰国した時に家族や知り合いと話しました。 家族の人は全く危機感を持っていなかったのがちょっとショックでした。海外に住んでいるから情報が大げさに伝わっていると解釈していました。

4: 今、一番不安に思う事は何ですか?また、その事に対し、何か解決法を見つけましたか?
全ての日本の子供たちの内部被爆が不安です。立ち上げるアソシエーションで集まる募金を CRMS市民放射能測定所に次回寄付するつもりでいます。
5:  東電と政府の事故後一年間の対応について、どう思いますか?
全く責任感のない人たちの塊だと思います。一般市民の健康より自分たちのぬくぬくとした原発のもたらしたお金を使う生活の方が 重要なのでしょうか。信じられません。

6: 放射能問題、再稼働に関する運動、デモや署名などに関わっていますか?
出来る限り、メールの署名しか出来ませんが関わるようにしています。 それから私たちの復興応援イベントにも参加して下さった日本人女性の署名活動にも参加しました。

その他、この事故に関しての意見、見解など
4号機の危なっかしい燃料プールをどうにかしてほしい。今度また地震が来たらそれこそ日本沈没です。映画監督、宮崎駿は80年代の時点で『風の谷のナウシカ』の中で登場人物に「土が汚れたら国はおしまいだ。」という台詞をはかせています。そのフィクションが今、現実になってしました。

1: Did Fukushima Nuclear Power Plant accident gave an effect on your way of thinking and your life?

Yes, i am really concerned about the health of my family and friends and all the japanese people living in Japan.

I can't trust Japanese government bureaucrats, Tepco, Media, professors... I just can't trust people in high places in any domain 
of nuclear energy.

2: What do you think of this accident now ?
What happened is horrible, but we could have avoid it if we had took enough precautions earlier. And it is said that scientists knew an enormous tsunami was about to happen.  
I was thinking to do something for Japan in France and i started to organize events to backup the re-establishment of Japan.
Now we are on the way to establish an association.

3: Do you talk about it with your family and friends ?
Yes, when i returned to Japan in last October and November, i talked about it with my family and friends.
I was stunned to realize that they minimize the consequences and they think i have exaggerated informations from foreign medias while it's only the truth.

4:What does worry you the most? And did you find a solution to the problem?
The internal exposure of all children. With the association we are on the way to establish we plan to donate at CRMS next time we collect contributions. 

5: What do you think about the policy of Tepco and Japanese Government since the accident? 
They are people who do not recognize the high level of responsibility they bear in that accident. They prefer to lead a selfish life, spending the money that comes from Tepco without thinking of the health of their own people, ignoring the futur of the children.
6: Do you have some activities against this or did you join in the movement against nukes like protests, petitions?
Yes, i am a part of an association called "Mini Don Grand Don" and i oftenly sign petitions by email for this body: http://www.avaaz.org/fr/
7: What do you think of radiations exposure ? 
It's invisible so it's really scary. That's why people don't want to face reality which is much more serious than people think.

8: What do you think of Japanese government wanting to restart Ôi nuclear power plant in Fukui Prefecture although Fukushima Daiichi Nuclear Plant accident is not finished ? 
It's just to give the illusion to the people that this energy is vital while we don't really need it, and Professor Koide even says that electricity could be cheaper if we now began to use other ressources.

9: Do you know where is the nearest nuclear plant from your place and what to do if an accident happens? 
I now live in Paris but i don't know where the closest plant is... You shouldn't stay outside.

If you have more opinions about this accident, please tell me.
I want the Japanese government to do something about the most dangerous unit, the number 4.
If another earthquake comes, Japan will sink. 
In his animated movie Nausicaä of the Valley of the Wind, Hayao Miyazaki made one of his character saying this: "If the soil is contaminated, the country will be over". This was in the 80's. 
Today this fiction became reality.

1: Est-ce que la catastrophe de Fukushima a eu des effets sur votre manière de penser, sur votre vie ? 
Oui, je m'inquiète beaucoup pour la santé de ma famille, mes amis, tous les japonais que je ne connais pas qui habitent au Japon.
Je n'ai aucune confiance en les bureaucrates du gouvernement japonais ni en Tepco, les médias, les professeurs... Je ne peux pas faire confiance à tous ces gens haut-placés dans quelque domaine que ce soit de l'énergie nucléaire en général.

2: Que pensez-vous de cet accident désormais ? 
C'est horrible ce qui s'est passé, mais on aurait pu éviter cela si on avait pris la précaution assez en avance. Il paraît que les scientifiques savaient qu'il y aurait un énorme tsunami en plus..Je pensais à faire quelque chose pour le Japon depuis la France et j'ai commencé à organiser des événements pour aider à la reconstruction du Japon. Nous nous apprêtons à nous établir en tant qu'association.

3: Parlez-vous de cet accident avec vos proches ? 
Oui, lorsque je suis retournée en octobre et novembre dernier, j'en ai parlé avec ma famille et mes amis. Je suis vraiment étonnée de savoir qu'ils minimisent la conséquence et ils pensent que j'ai des informations exagérées qui viennent de média étranger alors que c'est la vérité. 

4: Qu'est-ce qui vous inquiète le plus ? Avez-vous trouver une solution à de problème ?
L'exposition interne des enfants. Avec notre association que nous sommes sur le point d'établir nous prochetons de donner les prochaines contributions que nous recevrons à CRMS.

5: Que pensez-vous de la politique de Tepco et du gouvernement japonais? 
Ce ne sont que des gens qui ne reconnaissent pas leur responsabilité par rapport à l'accident et ils préfèrent mener leur vie égoïste en dépensant de l'argent arrosé par Tepco plutôt que de penser à la santé du tout le peuple et surtout au futur des enfants. 

6: Avez-vous une quelconque activité anti nucléaire ? Participez vous à des manifestations, signez vous des pétitions, etc...?
Oui je fais partie d'une association "Mini Don Grand Don" et je signe des pétitions par mail souvent pour cet organisme : http://www.avaaz.org/fr/

7: Que pensez-vous des radiations ?
C'est invisible donc c'est vraiment effrayant. C'est pour cela aussi que les gens préfère ne pas trop regarder en face la réalité qui est bien plus grave que ce que l'on imagine.

8: Que pensez vous du fait que le gouvernement japonais veuille remettre en route la centrale nucléaire d' Ôi à Fukui alors que l'accident de Fukushima est loin d'être terminé ?
C'est juste pour donner l'illusion au peuple que c'est important comme énergie alors qu'on peut très bien s'en passer, d'ailleurs le Professeur Koidé dit que l'électricité coûtera moins cher si on commence à utiliser d'autres ressources.  

9: Savez vous à quelle distance se trouve la centrale nucléaire la plus proche de chez vous? Savez-vous comment réagir en cas d'accident nucléaire ? 
Actuellement j'habite à Paris, mais je ne sais pas où se trouve le réacteur le plus proche.. Il faut éviter d'être dehors.

Si vous avez d'autres opinions sur cet accident, donne-les moi
J'aimerais que le gouvernement japonais fasse quelque chose à propos du bâtiment le plus dangereux, le numéro 4. Si un autre tremblement de terre de cette ampleur arrivait, le Japon coulerait tout simplement. Dans son film d'animation Nausicaa de la vallée du vent Hayao Miyazaki faisait dire à l'un de ses personnages : "Si le sol est contaminé, ce sera la fin de ce pays". C'était dans les années 80. Cette fiction est devenue réalité.
